Carbon taxes anyone?

An advisory panel is recommending a Carbon Tax for Canada again. This is odd, in light of the fact that Canada already has the biggest Carbon Sink in the world. I guess we need to go back and plant some trees in South American Rainforest territory. Would this offset the newly minted Debt?
