Dear Mr President: It may be argued that popularity ratings are in inverse proportion to how responsibly the administration has directed the ship of state. At a time like this (when your popularity ratings should be improved upon,) you can IMPROVE THE PERCEPTION THAT YOU GOVERN ably and WELL, BY GOING AFTER GRAFT IN LOUISIANA.
