Water Canary exists and is in use.

As others have noted the idea of a Canary in a coal mine has been duplicated with respect to water purification. In this case it is the Daphia Water flea, but others probably exist. This can be used in any urban area as a tool in the war on terror. If people are confident of their water supply, they cannot be terrorized with regard to it being poisoned.
