How to drive up prices fro drugs.

There exists a strategy used by socialists to drive up prices. It is not a capitalist thing to do, but it stands to reason its a great thing to do to drug dealers. What you do, is talk about and identify as many individual costs as possible in the manufacture, transport and labor with production of the drug in question. For example, gripe them out about the cost of the gasoline to refine it, the cost of growing it, the cost of transporting it, the cost of distributing it. The capitalist angle they play up is the risk they assume in the import of it. A possible way to improve arrest statistics is to make the unit by which drugs busts are measured contain references both to the amount of drugs seized, and also to the number of people arrested. For example, IF you could use the product of the number of ounces and the number of offenders to address the budget of that agency, or the penalty of that arrest, it would be interesting mathematically. Its been too long since I talked to my old Statistics professor but he definitely had ideas on topics like that.
