China and clean coal since 09_24_05
Wall Street Journal and Al Jazeera say that China is in need of Coal and Electricity plants. I wrote the State Department the following on 09/24/05 *****the chinese have figured out they are choking on coal. Their solution to their oil shortage is to plant canola like it's going out of style for bio-diesel. This may be a crib from our 2006 diesel/sulphur content rules. For our own part, when diesel gets to be a better grade, we can use high mileage motors from europe for our mack trucks (if the manufacturers consent to implement this solution,) AND air-pollution should go down. I looked because 'someone' on C-SPAN was grousing that our diesels don't beat european mileage stats. http://www.theage.com.au/news/business/china-aims-to-reduce-oil-imports/2005/09/23/1126982227792.html http://journeytoforever.org/biodiesel_future.htmlchinese banks have more bad loans (by percentage) than india does, and this is keeping down loan approvals for big high efficiency electricity plants. to implement clean coal solutions, they need some incentive other than 'inspector is coming tuesday at 1400. Activate the sulfur filters by 1330, or we will have to pay a bribe to save face.' Sure the inspector knows, but he gets a kickback from the guy that informs the plant the inspector is coming, right? i'm racking my brains to think of how. ying yang jokes just don't do it, but it is almost URGENT... they are building power plants like crazy right now. ***** The loan problem was as follows: The banks prefer smaller loans to avoid big risk, but as a result only finance smaller coal plants. Clean coal plants cost more, so the loans for these are advanced guardedly, and maybe to rarely. This appears not to have been addressed, and apparently we won't even sell them coal till they straighten it out.
