Jack: If businesses large and small were fined by ICE for instances of illegal workers, then the cost of doing business would favor legal workers, foreign and domestic. At that point, it wouldn't matter if non-green card holders had a driver's license, could buy insurance, rent an apartment and buy utilities. If they couldn't low-ball the US Citizen on labor, they would leave by attrition. Don't be afraid to fine businesses for breaking the law.
