HIV AIDS in Africa is colliding with Tuberculosis

What is not stated in the articles is the issue of testing. HIV/AIDS tests did not distinguish between HIV/AIDS and TB very well, and as a result many TB patients were lumped in with the HIV/AIDS population. This point was also made tangentially in the movie Spy Game. TB and HIV/AIDS are both immune depressing, so each makes victims of the other a prime target. The premise of which BONO needs to convince the authorities is that testing that distinguishes between the two is worth the investment. Test for TB commonly, then test for HIV/AIDS among the ones that show positive, since the TB test doesn't discriminate very well between TB and HIV/AIDS.
